Welcome to the Village of Westfield municipal Website!

Westfield is considered the first formally-organized settlement in Chautauqua County. With a number of natural and historic landmarks (many included on the National Park Services' Register of Historic Places), Westfield is also a developmentally-friendly rural community that has a strong agricultural economic base. With a reverence and appreciation for its own and the region’s history and natural resources, Westfield is a wonderful place to live, do business and visit.

B1 & B1-A Zoning District Information

The Village Board passed Local Law #1-2008 updating the village's current B-1 Zoning District; modifying its boundaries and creating a new B1-A  zone.The new law was the culmination of almost six months of hard work by the Village Planning Board.  "We brought back consultant Dudley Breed Jr., Landscape Architect, to help us develop user friendly design guides that Developers and anyone for that matter can look at to get a better understanding of the intent of the Community."  said Diana Holt, Planning Board Chairperson. 

The zoning changes and design guides were a result of the moratorium enacted by the Village Board of Trustees upon recommendation by the Planning Board in October, 2007.  For more information contact Vince Luce, Village Administrator and Clerk at 326-4961.

Fishway Public Information Meeting Date Set

Mayor David Carr recently announced that a public information meeting will be held in Westfield regarding the Chautauqua Creek "Fishway" Project at the Village Board's second meeting of the month on April 21, 2008 at 7pm in the North Room.  Officials from the US Army Corps of Engineers, NYS Dept. of Environmental Conservation and Village and Town will be present to explain the project to the public and to gather funding support for the NYS DEC's request.  The Village and Town of Westfield have been meeting for over a year with federal and state officials regarding this important project.  Slated to begin construction in the spring of '09, the project will modify existing stream geography and remove outdated dams to allow native fish species including steelhead to access more spawing areas upstream.  The project will ultimately restore fish populations and greatly enhance public fishing opportunities.  It would also assist the Village of Westfield Water Dept. with modifications of the stream water intake.  More...

 

Westfield Joint Strategic Planning Committee Action Items

The Joint Strategic Planning Committee has identified eight (8) action items of paramount importance to the ongoing development of Westfield as a community, they are represented below for your information.  Committee Members Include: John Rawlinson, Westfield Development Corporation Executive Director (Chair); Martha Bills, Town Supervisor; Dave Carr, Mayor; Joel Seachrist, Esq. WDC Board and Town Attorney; Diana Holt, Village Planning Board ; Rich Sauer, Town Planning Board; Maureen DelBalso, Chamber President; John Carver, WDC Board; Alex Nixon, Town Planning Board; Al Newman, Village Planning Board; Tim Smith, Town Clerk; Vince Luce, Village Administrator & Clerk

ALLOCATION OF ACTION ITEMS RESULTING FROM THE PLANNING MEETING HELD 10/06/2006

1) Prepare a master plan for the development of Westfield as the Great Lakes Gateway to the Chautauqua Region, including Barcelona Harbor and the adjacent commercially-zoned properties. RESPONSIBILITY – TOWN.

2) Establish procedures so the Town Board, Village Board and Westfield Development Corporation work together to present a united front; working with surrounding communities to attract new businesses, residents and tourists to the region. RESPONSIBILITY – WDC.

3) Develop a comprehensive marketing plan that attracts new businesses, residents and visitors to Westfield. RESPONSIBILITY – WDC.

4) Develop a community-wide, pro-business program that supports new and existing industries, farmers, retailers, professionals and home-based businesses. RESPONSIBILITY – CHAMBER.

5) Find new ways to improve the operating efficiencies of our schools, including the sharing of school services, programs and facilities with neighboring schools in order to reduce school taxes and improve the quality of education.   RESPONSIBILITY – VILLAGE.

6) Work with property owners on Main Street to help them fully utilize their buildings to facilitate mixed-use occupancy. RESPONSIBILITY – VILLAGE.

7) Develop a portal internet website for the community and incorporate developing technologies as appropriate. RESPONSIBILITY – WDC.

8) Continue to implement the ideas and designs prepared by our various consultants for beautifying and improving the Westfield community.    RESPONSIBILITY – VILLAGE AND TOWN.

Welcome to the Village of Westfield online. Please take some time to go through our site to enhance your understanding of village government and the significant role it plays in our community. This site serves as yet another means of access to the information and public services we provide, as well as those offered by many of the other fine organizations in our County and State.

The side bar outlines up and coming events that you and your family can enjoy. It also provides quick links to newer sections or information added here. Our downloads page allows you to view the minutes of our meetings and other useful forms and information so make sure you look through every section.  If you want to know what's been going on in Westfield, I know that you’ll be pleased with the information that you can find right here.

I urge all Westfield citizens and taxpayers to take a more active role in learning about their local government.  Our board meetings are always open to the public and we look forward to your attendance, suggestions, ideas and constructive criticism.  We have an excellent organization but nothing is perfect, so that's why we need each and every one of you to help us make it even better.  I know that after you take the time to review this site, you'll be much better informed and perhaps even more interested in getting involved.
