The elected and appointed boards and departments listed below make up the Village of Westfield organization. To read detailed information about each department, including their duties and responsibilities, contact names, addresses, phone numbers, and email, please click on a department name.

Boards & Commissions

Mayor & Board of Trustees

Board meetings are on the third Monday of each month at 7:00pm in the North Room of Eason Hall, 23 Elm Street. If a meeting date falls on a nationally recognized holiday, the board meets the next day on Tuesday. Special meetings are published in the Westfield Republican or Evening Observer. All meetings are open to the public. Citizens are welcome and encouraged to attend village board meetings in order to take a more active role in their local government.

Dept. of Public Works (DPW) Advisory Board

When required, the DPW Advisory Board meets on the 2nd Thursday of each month at 7pm and are held at the DPW Offices on 42 English Street unless otherwise announced.

Board of Fire Commissioners (BOFC)

Board meetings are on the First Tuesday of every month at 7:00pm in the North Room of Eason Hall, 23 Elm Street unless otherwise announced.

Planning Board

The Planning Board meets on the second Wednesday of each month at 7:30am in the North Room of Eason Hall. Under special circumstances, the Planning Board may meet more frequently.

Zoning Board of Appeals

The Zoning Board of Appeals consists of five members appointed for five-year terms. All meetings of the Zoning Board of Appeals are open to the public.

Departments

Administrator/Clerk's Office

The office is located in Eason Hall and is open from Monday through Friday from 8:00am to 4:30pm. Some of the things we do: plumbing contractors registration; games of chance licensing (Bell jars, raffle tickets, merchandise wheel); sell complete village code books - $100, zoning pamphlets - $20, comprehensive plan - $25; serve as the village records custodian; accept and process Freedom of Information Law requests for all village departments; manage the filing of petitions; manage village elections information; review Eason Hall, Moore Park and Ottaway Park use applications; process complaint and praise forms; and provide any other information that you may need about the Village.

Forestry-Village Watershed Management-Street Tree Management

In 2007 the Village Board, in consultation and upon recommendation by the DPW Advisory Board, has enhanced and reinforced its commitment to properly managing its natural resources including its forests, watershed property and street trees by engaging the services of Bruce E. Robinson, Inc., Forestry Consultants. The Forester is developing a comprehensive forest management plan which addresses the needs of the Village's forests including its watershed property.  The Forester understands that the Village's primary needs are related to uses that will not compromise the Village's requirement to produce high quality raw water. 

Our Forester's mantra is essentially that a healthy, diverse forest equates to clean water. A close secondary objective is the effective management of the Village's natural resources including timber and wildlife.  The Forester identifies through the acronym WANTO, (Wildlife), (Aesthetics), (Natural), ( Timber) and (Other) areas throughout its watershed property primary uses. For example, a wooded wetland area, of which Westfield has several, would likely be classified as W for wildlife use, so harvesting timber would not be a purpose of its management. The scenic corridor along Mount Baldy Road would be considered an A for aesthetics.  A harvesting unit for timber will be classified as a T.  Using this classification system, Westfield properties are considerably diverse, and approximately 42% of the watershed property owned by the Village would be off limits to timber harvesting. 

Assessor (Town Offices)

Village and Town tax assessment services are handled by Bonnie Rae Strickland, Acting Assessor in the Town of Westfield Offices at 23 Elm Street, Eason Hall. The tax assessment office is open Monday through Friday from 9am to 3:30pm. Please contact the office at 326-3220.

Building & Code Enforcement Office

Located on the second floor of Eason Hall, Jim Pacanowski is the Village and Town Building & Code Enforcement Officer. He's there to explain zoning and building code requirements, provide and review building permit applications for both large- and small-scale projects, perform fire inspections, and enforce the zoning and building code of the Village.

Electric Department

The Village of Westfield provides consistent and reliable electric service to the Town and Village of Westfield serving over 3,300 residential and commercial customers.

The Electric Department office and plant are located at 42 English Street.

Fire Department & Emergency Services

An all-volunteer department with 45+ members provides fire protection in the Village and Town of Westfield. The fire station is located at 20 Clinton Street in the Village.  The Fire Department is equipped well to handle most situations.  Currently, the department has one pumper, a pumper/tanker, a quint style ladder truck, two ambulances, one heavy rescue vehicle and two miscellaneous vehicles.

Since April of 2009, the department has averaged 54 calls per month, including an average of just over 9 fire calls per month and approximately 41 rescue calls per month. In addition to fire fighting duties, the department conducts educational sessions in the Westfield Schools during Fire Prevention Week.  The members also attend training each month in fire and EMS (Emergency Medical Services). Members of the fire department selflessly give of their time constantly to keep us safe. 

Emergency ambulance services in the Town and Village of Westfield are provided by the Village of Westfield Fire Department for areas North of Coon Road, or by the Town of Sherman Fire Department for areas South of Coon Road. Within the Village of Westfield Fire Department are approximately 20 active volunteers trained in Red Cross Advanced First Aid. Fourteen of our members are certified as Emergency Medical Technicians by New York State. The Fire Department does not use an outside ambulance service — all rescue activities and transportation to a hospital facility are handled by the Department.

Justice Court

Small Claims Session is convened on the second Tuesday of each month, beginning at 7:30pm. Criminal Court is convened on the third Thursday of each month at 9:30am. Vehicle and Traffic court is convened each Thursday, except holidays, at 7:30pm.

Police Department

Office hours are Monday through Friday, 8:00am to 4:00pm.

Dial 911 for any emergency — 24 hours a day, 7 days a week coverage.

The Village of Westfield Police Department is staffed by Chief Rob Genthner, Sergeant Brent Burgess, Barry Meleen, Bill Cummings and James Muscato.  We also have several part-time officers including long time members Pete Kunow and Mike Foti.  More recent members include Nick Sobecki, Dan Hasson and Nate Baideme.  The PD offices including two holding cells are located in Eason Hall on Elm Street. Their service is supplemented by the volunteer Auxiliary Police who provide assistance with traffic and patrol duties as needed.

Both the Village Police Department or the Chautauqua County Sheriff’s Department provide police protection in the Town of Westfield. The Village Police also service the lakefront in the Barcelona area of the Town by informal agreement. The Town and Village of Westfield are serviced by an enhanced 911 system that provides information on the location of the caller. This system is available throughout Chautauqua County and is coordinated by the County Sheriff’s Department.

The Police Department conducts the D.A.R.E. anti-drug program in the local school system. Other programs include a bike safety rodeo to teach bicycle rules to children.

Public Works (Street) Department

Summer Hours: Monday through Friday from 7:00am to 3:30pm
Winter Hours: Shift 1- 4:00am to 12:30pm, Shift 2 - 6:00am to 2:30pm

The Street Department is located at 51 Bourne Street and is responsible for all construction and maintenance activities for the Village’s streets, roads and sidewalks. They also maintain all of the Village’s parks, including Moore, Ottaway, and Welch Field, as well as the water and sanitary/storm sewer distribution system.

Treasury Department

The office is located in Eason Hall and is open from Monday through Friday from 8:00am to 4:30pm. Some of the things we do: accept all Village electric, water & sewer bills; take village property tax payments; sell village garbage bags; arrange for utility hookups and turnoffs; address all electric and water meter reading concerns & functions; arrange HEAP payments; handle all utility billing functions; receive and process fines and tickets; and handle village payroll and accounts payable & receivable.

Water Plant

The Water Department is responsible for providing high quality drinking water to the Village and Town of  Westfield. The newer portion of the water plant, constructed in 1995 has the capacity to process of 1million gallons of fresh water per day.  Average flows are around 600,000 per day.

Wastewater Treatment Plant

The Wastewater Treatment Plant is designed to treat an average flow of 2.6 million gallons of wastewater daily with capacity to handle peak flow rates of 4,500 gallons per minute.  The combined domestic and industrial wastewaters have an estimated strength of 21,800 pounds per day of BOD5 (equivalent to typical domestic sewage from about 104,000 people).  Seventy four percent of the overall plant capacity has been allocated to the grape processors.  An allowance has also been reserved for future domestic growth in and around the Village and for new industrial uses which would like to come to the area.  This planning assures continued plant adequacy for Westfield and its environment well into the foreseeable future.
